French Drain not draining/draining slowly

Moved into a house several months ago and it already has french drains installed along my backyard and connecting down 2 more neighbor's backyards all the way to a sewer line where it drains out. The house is about 10 years old so I don't know who installed them.
Noticed some ponding yesterday with all the rain and that has me a little concerned. Have any of you had a french drain roto rootered or run a snake through it to clean out the mud or any root intrusion? Who did you use and did it work? The issue is that the process will need to be done on all 3 properties, which I don't think will be a problem as they are having ponding issues/not draining quickly as welll.
Any other suggestions? I started thinking about putting some weed killer down the drains once or twice a year as a preventative?

Sounds more like a drain than a French drain. If it's the black polypropalene ADS pipe it may be full of tree roots. If it is of sufficient diameter, relatively round, on grade, with reasonable alignment throughout and has an open outfall end you may be able to push a smaller diameter pipe into it and then make the re-connections.
