Flounder spawn in 50' to 100' of water. The long term water temperature has been on the increase since the mid 1990's.

Probably due more to natural cycles and the AMO being in its warm phase. The AMO stands for Atlantic Multidecadal Oscillation which is a very discernible natural pattern of sea surface temperatures that flips between warm (positive) and cold (negative) phases.

As you can see from the graph that the total cycle has a periodicity of about 60 years + or -. If the pattern continues the AMO should flip back to its colder phase in the around 2025 give or take a few years. Until then I don't expect much in the way of a flounder rebound. I find it interesting that the biologists did not mention this well know fluctuation of water temps and it's possible impacts.

is temperature the only factor in the spawn? i know some animals go by the amount of daylight to signal spawning.

Daylight has a lot to do with it. Those big flounder hens are pretty ugly.
The less they are seen the better chance of a successful spawn, so less light at lower depths is a help.
Peculiarly also coming into play is the amount of residual Viagra that seeps through the waste waster and into the bays.
It helps the spawn activity, but recent studies are now finding that the amount of birth control drugs infiltrating the bays in the same manner as Viagra does is negating the results of the blue induced spawn.
