seasons are on the link below, but TPWD does sampling and can change the start date to the summer season, but has not done so in a very long time.

I don't know about the shrimpers, but as the water warms up the are readily available inside 5nm.

Don't know about shrimp boats but we have caught them around anchored ships. I have also seen a few caught at the Galveston jetties.
