There is a small plastic part on my Yamaha. It always snaps off after it rots. It is back where your steering rods go through your motor.

Ours on the old boat used to go out all the time. We fixed it a couple of times and then came to the conclusion that we always went by rpm, water pressure and how the motor sounded anyway.

Shoot some LPS3 or CorrosionX on the sender unit -- on the motor mounting bracket. However, if that doesn't work you may be SOL if the salt water has been inside too long.
Raise the motor up all the way, spray it, then watch the guage as you move the level up and down.
