No on the pad...unless you want to replace it often. If it is a pad in the back probably better as the boat will float off it rather than one in the front which has to ride over it.

The keel is about four inches off the pad on the trailer i thought the keel was just supposed to rest on it? but not the entire wieght of the boat.

Those pads are there to protect your hull from the bar it sits on. If you need the keel to sit on something, it needs to be a roller or a bunk. It may sit up 4" off it but when you change the angle of the boat to the trailer when you launch and retrieve, then the boat will possibly ride over that pad.
