Neither boats nor motors are titled in La. Only trailers. They know this at TPWD. If I remember correctly, I simply filled out the form for an outboard Form 144) and brought a photo of the motor's serial number with me. I had to fill out an affidavit that said I owned the motor in La. If you're buying the motor, get a bill of sale. They will annoy you with the forms. I personally think it's freakin' ridiculous to have to title a motor. It's just the state wanting to collect taxes.

 

Taxes...yes! But it does show ownership and that someone isn't selling or buying a stolen motor, or boat for that matter.
