One exception,
The Flag is shown with the Union (Blue with stars) in the upper right corner on the shoulders of soldiers. This is to represent a flag that is driving forward. Such as on horse-back or tank or vehicle etc.

'tis not a banner, it's a tribute and it won't change. My flag out front will be going to half staff, in 68 minutes.
Like most of us, I can remember exactly where I was and what I was doing, 3 years ago, that morning. I lost my files for that in May, and it took me a bit to get them back, and positioned correctly.
