No, I Haven't Heard About That....
but I did work for an Ensign in the U.S. Navy (for a short-short) who spewed chunks even as we slowly cruised out of San Diego habor passed the submarine base. Absolutely flat water. He was a bit the nerveous type. Saltine crackers are ALWAYS the best medicine. Don't leave port without them. Also, go see the man about buying a horse before you head out! LOL! All will be OKAY. CF?

I was on an LPD in San Diego for a short time. We were tied up to the pier, and this one guy (gatti) would get sick just being on deck in the morning for quarters. The Chief would make him keep his eyes on the horizon or else it would be scrambled eggs all over the deck. Cleaning puke from a non-skid surface is tough. Just ask Gatti.

There have been several cases down south, but I dont know about Surfside.
Most I read about were in the bay in still water, they say the bacteria will effect you only if you have an open wound though. There is a thread on here somewhere about it.
