Galveston Island Info Needed

I am trying to get to a friends house in pirates beach area this sat.
I know:
1) we need utility bills matching to the drivers license and residence to get on the island
2) 6am on 6pm off island
3) no water, food, sewage, medical, gas.....bring everything

Need to know:
1) is San Luis bridge open? thinking there might be a little less traffic coming from that direction
2) was told that you are not allowed to put any trash/waste at curbside to discourage people from getting hurt while working? is this true? Could we pile it up on the driveway/property off of the curb?
3) What time would someone recommend trying to hit 45 & Causeway sat morning to beat the traffic? we dont mind getting on 45 early and waiting if we are near the front, however we dont want get there at 6am and be stuck in traffic for 3 hours getting on the island.
4) should we take stewart road? is it passible? Less traffic than seawall?

Thanks to anybody who can give me some info. We are trying to get in there and clean some things on sat only. We have seen pictures of his house, only first floor damage and someones dock/pier in the front yard.

I went down to Galveston this morning, up to 51st street then over to Pelican Island. this was at about 9:30-10:00. No lines or backups, didn't get stopped to show ID. Not sure about going to the West end.
I went down Wednesday morning to Pirates Beach and then on down to Terramar. I am going down again tomorrow to begin demolition cleanup. A large percentage of the west enders have already been down this week so I suspect traffic will be relatively light as there is not a whole lot you can do without power and water. Wednesday I was stopped at the end of the seawall and all I had to do was show them my Galveston water bill and they let me on through. They also stopped me a Jamaica and the LEO just wanted the address I was going to. I went via IH 45, I heard someone say that Bluewater Highway is torn up pretty bad.
I went on Tuesday before the big lines, so I won't be much help.

But I can tell you from my experience...

1. They were not strict at all about checking our papers....they didn't even ask. We told them we were going to Jamaica BEach and they waved us through. That said, I'd just bring everything you can to prove its your house...you are at the mercy of one officer, so you never know.

2. In Jamaica Beach, they had dumpsters set up, and they told us not to leave trash on the curb but that we could use the dumpsters. There may be something similar in Pirates.

3. The longest lines are probably always going to be at 6am. Half the traffic is from residents/property owners coming in, and half is from workers of various kinds. The workers will all be coming in right at 6am since they are limited on time. I'd go in the middle of the day.

I am hearing rumors of power and water being on in Sea Isle....can somebody confirm/deny this???? thanks
