I dont think so. This is a pic of it's head.

Doesn't look to have the head of a ribbon fish.

My buddie found it over by Boon Doggles in Seabrook. I thought it was kinda big for the goby's i've seen while diving. I thought maybe someone lost a fish tank in the flood.
