I was thinking of making some concrete boat anchors out of old water bottles. Just started salt water fishing and definitely can't depend on the trolling motor like you can in freshwater. My question is will using a 1 gallon container filled with concrete and an eye bolt hold a boat in the ICW?

With no wind,current or barge traffic it will probably work. Add any of those variables and you will not stay in place.

I am not sure that is enough. While concrete is heavier than water, it isn't as heavy as you may think once submerged. I made an anchor similar to what you are doing but I used a 55 gallon drum. I cut it off so that it was about 15" deep. I also ran some 6 foot pipes through the middle of it to keep it from turning over. Even with all of that, the anchor would still slide around on the bottom. I think that a water bottle full of concrete will roll and will not be effective. The ICW gets a lot of boat traffic regardless of where you are.
