Car inspection question...Horn "button"

I know the car has to have a horn, it does and works :)

Does it have to be on the steering wheel?

This one is on the dashboard.

not an expert answer, but if the factory horn button was on the steering wheel, then it has to be that one that works. It's not hard to add a button to a steering wheel. Just use coiled wire around the steering column and make a few wraps. Racers do it all the time.

Here are the official words:
20.19 Horn
.
Every motor vehicle shall be equipped with a
horn (electric or air) in good working order and
capable of emitting a sound audible for a
distance of 200 feet or more, but no horn shall
emit an unreasonably loud or harsh sound or a
whistle.
Bulb or hand-
operated horn is acceptable if
original vehicle
equipment.
1. Inspection Procedure
a. Sound the horn.
b. Check actuating device.
c. Examine wiring â€" mounting.
2.
Inspect for and reject if:
a.
Vehicle is not equipped with a horn.
b.
Horn or horn switch is not securely
fastened.
c.
Wiring insulation is worn, rubbed bare,
or shows any evidence of burning, short
circuiting, or poor connections.
d.
Horn switch not readily accessible to
vehicle operator.
e.
Horn is actuated by grounding two bare
wires or similar method.
f.
Sound is not audible under normal
conditions for 2
00 feet.
g.
Horn emits an unusually loud or harsh
sound or whistle.
h.
Operation of the horn interferes with the
operation of any other circuit.
i.
Horn switch missing or inoperative

That's what I remembered and still not clear if moving the horn button is allowed. The horn is in the factory location with no modifications.

This one has the button moved because to get to the inside (where it needs repair) requires the removal of the steering wheel...of course it has an air bag. The new button location is on the dash, installed very nice and clean...and it's a large button, not some tiny thing. Guess I will take it down to the inspection place and just ask BEFORE trying to get the inspection...hopefully they will tell me LOL Just don't want to waste time and money if it has to be moved back into the steering wheel.

BTW, when the horn stopped working, it was taken to a shop to be checked out, was told $300 or he could move the button for $20. It's a out of State car...so no inspection was required at that time...now going to get it registered for Texas and has me scratching my head LOL Like to get it registered and then Texas Plates.

I had a vehicle where the actual horn still worked but you had to hit a sweet spot of the steering wheel just right, of course the inspector couldn’t get it to work... so I wired a push button from the dash into the fuse box where the horn fuse was. Worked liked a charm and they passed me with no issue the next time I took it back.
