Frisky buck then eh? This is the one all the other doe complain about, "She puts on too much fake scent to try and get all the attention." Next week we'll have a pic of her in red hoofs. LOL...
Maybe a skin condition, maybe an attack from a predator, or maybe she just got really tore up in the rut one year. I think you need to go in for a closer look JJ.
Makes me wonder if deer have a herd pecking order like horses. The dominant mare in a group will have a perfect coat and the others will have bite marks on the rump like that.
Sometimes does will pick on each other by nipping the other deer, pulling its hair out. It happens alot more often with captive deer but its a possibility.
Very strange the pecking order and dominant deer thing. I just found more pics of this deer and it's in fact NOT a doe, but that strange "The Blob" buck that's been hanging around. Check out the attachment.
Doesn't have the right equipment up top his head either. Believe it or not, that's so far the only "cull" the land owner has approved us to kill.... the one who can't breed anyway.
I shot a buck that aged out at 6.5yo that had a fair 8pt rack. The odd thing about it was his "bells" had never dropped. I have a photo of it, but no digital photos. I thought it was a doe when I first flipped it over. Once I cut him open they were there...but there was no sack.

It looks like it was attacked by a predator (mountain lion) and narrowly escaped. Mountain lions grab the rump with their fore paws to knock the deer down before going for the neck. looks like she had a close encounter!
